HATS  - Guide to hazards analysis in community planning for hazardous materials for LEPC (link)
HATS (August 1998) is intended to be a complete guide to hazards analysis in community planning for hazardous materials for Local Emergency Planning Committees (LEPCs). With HATS and either the data available in "Technical Guidance for Hazards Analysis" (1987, EPA, FEMA, and DOT) or that written into the Screening and Scenarios module in CAMEO, an LEPC can complete its planning requirements. This pamphlet summarizes the information you can obtain through EPCRA and CAA and tells you where to find it. This information can be used to develop a picture of chemicals stored in your community.


US DOT Emergency Response Guidebook 2000 (.PDF, 1,700K)
This extensive guide covers transportation-related incidents, how to handle them. It is primarily a guide to aid first responders in quickly identifying the specific or generic hazards of the material(s) involved in the incident, and protecting themselves and the general public during the initial response phase of the incident.


Federal Integrated Contingency Plan (ICP) Guidance (.PDF, 480K)

ICP, also known as the "one plan," provides a way for consolidating multiple emergency response plans into one plan. It offers an alternative compliance method that avoids unnecessary duplication in complying with the emergency planning requirements of these agencies. Emergency response requirements included in the guidance are OSHA PSM and EPA RMP, OSHA Emergency Action Plan and HAZWOPER, OPA SPCC and facility response plans, RCRA Contingency Plan, DOT/RSPA Pipeline Response Plan, MMS Facility Response Plan, and USCG Facility Response Plan.
